This session provides a structured overview of federal requirements—from DEA Forms 222, 41, and 106 to routine waste and pickup logs—paired with practical strategies to manage and audit records systematically.
Regulatory & closed-system context:
Controlled Substances Act mandates a closed-system lifecycle, requiring practices to track drugs from receipt through administration or disposal.
Required records:
Must include Forms 222 (ordering CII), 41 (disposal), 106 (loss/theft), waste logs, client pickup logs.
Paper vs. electronic logs:
- Paper: intuitive, writable annotations; risks include misplacement and illegible entries.
- Electronic/dispensing cabinet: legible, time-stamped, access-controlled; requires infrastructure.
Inventory & reconciliation:
Treat inventory like balancing a checkbook—beginning stock + receipts – disposals = expected on-hand. Regular audit reconciliations are essential.

PDMPs and e-prescribing offer control but often are incompatible or inaccessible for veterinary workflows.
Dispensing vs. prescribing:
- In-house dispensing: tight control, immediate access; higher administrative and security burdens.
